Pre-Employment Support Advisor - Income Support Manager


Position: Pre-Employment Support Advisor

Reports to: Income Support Manager

The PESP advisor provides support and guidance to Samson Cree Nation Income Assistance clients to implement the Enhanced Service Delivery model, while understanding the referral process from Income Support to PESP. This model includes Service Needs Assessments, Employability Assessments, Service Plan Development, monitoring, and client mentoring. PESP assists individuals in making informed choices to enable them to achieve and sustain their personal employment and career development goals.

Responsibilities:

● PESP will support and mentor the client from entering the PESP system through the provision of post-employment support; and will mobilize and coordinate other service providers in implementing the client's Service Plan.

● Assess the Employability of Clients.

● Assist and advise clients in developing individualized Service Plans to establish and achieve the client’s employment and career development goals.

● Provide clients with access to information on an array of programs and services about labor market information, work search, and career advice.

● Provide case management and support services for and on behalf of individual clients to monitor, facilitate, and support their progress in meeting the goals defined in individual service plan.

● Assist with quarterly reports to be submitted to Indigenous Services Canada (ISC).

● Provide post-employment support.

● Maintain Oath of Confidentiality

Required Organizational Skills:

● Must be knowledgeable with career development and employment planning theories and strategies.

● Must be knowledgeable in adult learning strategies and techniques.

● Must be aware of First Nation resources, education/training programs, government programs and services, and labor market and information and trends.

● Must be knowledgeable about First Nation/Indigenous issues.

● Must be Knowledgeable in a variety of programs, policies, and procedures including but not limited to ISC Income Assistance program, Post-Secondary Education Program, ASETS Program, Provincial Human Services Programs, and Student funding. Ability to work effectively in a First Nation environment.

● PESP core competencies (e.g., adaptability, client focus, communication, organizational awareness, problem-solving and judgment, results orientation, and teamwork).

Critical thinking and decision-making.

● Well-developed interpersonal communication skills, including appreciative inquiry and motivational interviewing

● provide information, guidance, and counseling to individuals about employment and/or School

● A high degree of independent decision-making while applying professional standards to personal judgment and objectivity in dealing with clients and First Nation partners.

● Well-developed oral/written and active listening skills.

● Assume a leadership role within assigned responsibilities.

Qualifications:

● Must have experience administering First Nations programs and administering operating budgets.

● Computer skills in basic keyboarding, Microsoft Word/Internet applications, web browsers, Windows, Outlook, and LMI Systems.

● Effective use of the 360-computer system for case management and fulfillment of ISC Social Program record keeping and reporting requirements.
