The following positions are available within Ermineskin Cree Nation Updated: MARCH 4, 2024 Position(s) with Department and Closing Date: Description, Requirements and Qualifications: Data Entry Clerk with the Ermineskin Personnel department CLOSING: March 11, 2024 Under the direction of the Personnel Director and Administrative Assistant, The Data Entry Clerk must have a strong familiarity with computers and software. The Data Entry Clerk is responsible for inputting employee information into the data base and maintaining pertinent statistics. This will also include researching information related to the employment field & assisting the Personnel staff with daily duties and ability to offer excellent customer service while working in a fast-paced, team environment. Job Duties:  Access information from a computer and/or maintain a computer database File Maker Pro  Maintain accurate records  Maintain employee files with pertinent employee information.  Enter all employee information received into the Human Resource System (HRS) data base and keep updated on ongoing bases.  Enter leaves daily and must keep personnel information in the data base and employee calendars updated (compassionate & sick leave etc.)  Maintain a daily log  Provide a monthly report to supervisor  Keep accurate statistics for employee/department leaves of Personnel for presentation (by the Director) for each quarter.  Process and record all Personnel forms  Assist with questions and refer concerns to the Personnel Director or Administrative Assistant  Provide a high level of customer service to ECN employees and the general public  Ability to relate well with the general public and have excellent customer service skills  Adhere to the Ermineskin Cree Nation Personnel Policies  Must work well in a team environment  Must be punctual  Perform general office duties such as photocopying, faxing, and binding  Willing to work overtime when required  Maintain confidentiality and ability to be entrusted with sensitive personal information (PIPEDA)  Attend staff meetings when requested  Attend workshops/training when required  As directed by supervisor, assume duties in their absence  Perform all other job related duties as assigned by the Personnel Director and/or Administrative Assistant Job Requirements:  Minimum of grade twelve (12) education or equivalent GED  Computer experience or training  Knowledge of Word, Excel, and previous experience with Databases (File Maker Pro).  Typing rate of 50 words per minute or more  1-2 years’ Experience related to general administrative duties.  Exceptional customer service skills  Must sign an oath of confidentiality  Valid driver’s license and reliable transportation  Criminal Record Check  Resume/Application and two (2) letters of reference Please Submit Application/Resume, updated Criminal Record Check and Two (2) Reference Letters. Tribal Administrator with the Ermineskin Administration department CLOSING: March 11, 2024 Three Year Contract The Tribal Administrator oversees the operational activities of the Ermineskin Cree Nation accordance with Ermineskin Creek Nation Policies, By-Laws and directives from Chief and Council. • To exercise control of Ermineskin Cree Nation Policies, to further safeguard the interests of the Membership and employees. • To supervise, offer support, demonstrate a high quality of management and problem solving skills when working with Ermineskin Cree Nation Directors, Managers, and Employees. Knowledgeable of the organizational affairs, and Human Resource management. • Aware of the current membership attitudes including the historical and social and economic conditions as judgment of this nature are required in determining the needs and requests of the membership in conjunction with Policies and Budget provisions. • Knowledgeable of all government legislation (local, provincial, national and international) pertinent to administrative procedures and operations. The position requires contact with departments, members and outside agencies. Responsibilities and Duties: 1. To work and maintain good working relationships, in a business-like manner with the Chief, Councilors, Directors, Managers, other ECN Staff and the Neyaskweyahk Iniyiwak. 2. Adhere to all ECN Policies, By-Laws, Rules and Regulations and be knowledgeable of them. 3. Attend meetings and public appointments as requested/directed by Chief and/or Council. 4. To coordinate and chair monthly Directors and/or Managers meetings as required; purpose: 4.1.1. Obtain information/inform of upcoming week(s) events; 4.1.2. Provide direction as to delegation of duties; 4.1.3. Specify time frame; and 4.1.4. Review and amend Council agendas. 5. To ensure that various Ermineskin Cree Nation Committees are following Committee Code of Conduct and submitting Activity Reports on a monthly basis. The administrator shall not sit on any Committees or Boards 6. Ensure department budgets are following ECN Finance Policies and stay within their budgeted Annual Budget Approved amounts. 6.1. This may also require speaking on recommendations for each department during the budget process. 6.2. Ensure proper authorizations are in place i.e. obtain Chief and Council motion. 7. To ensure staff is available to assist Neyaskweyahk Iniyiwe(ak) with their requests and direct them to the right department as to where their request would fall under. 8. Ensure that the Communications Manager keeps the Tribal Members informed of the Operations and Business activities of the Ermineskin Cree Nation, including any changes to By-Laws, Policies and Programs/Services. 9. Assist in matters where the Director or Manager requires assistance – i.e. - provide guidance, recommendations or decisions when they encounter problems or concerns. 9.1. In absence of Directors/Managers signs off approvals for all documentation presented by department staff. 9.2. Approve requests that are over the limits established for Directors or Managers. 9.3. Perform Director Evaluations annually. 9.4. To ensure Personnel conduct at least two in-house seminars or workshops that would educate the Managers or Directors pertaining to a current administrative/managerial topic. 9.5. Review Director or Manager Job descriptions and amend accordingly. Provide revised copy to individual and Personnel. 10. Ensure that the Chief and Council are engaged in developing plans (Strategic Planning) to guide the operation of the organization in an effective and efficient manner. 10.1. Ensure that the department/strategic plans are approved. 10.2. Conduct a yearly update on departmental plans. 10.3. Hold development/strategic plans accountable to budget allocation. 11. Responsible for the accumulation of the annual budgets and to ensure that management always has involvement. Provide Council with an Overview Summary; To obtain: 11.1. Quarterly departmental reports; and 11.2. To address concerns, problems and maintain proper departmental report files. 12. To implement, execute or follow-up on approved Chief and Council direction or policies. 13. To inform Council of any Concerns/Problems affecting Tribal Custom. 14. Provide recommendations on issues that affect the operations or planning of Ermineskin Cree Nation. To report to Council in summary form a progress report of departmental achievements or accomplishments, including any other relevant meetings and information collected from meetings. 15. To assist in the annual financial audit. 16. To inform applicable person/department of correspondence received that they should be made aware of. 17. To execute all of Ermineskin Cree Nation agreements policy and law per the Financial Policy Law. Job Requirements: 1. An asset to understand and speak Nehiyawewin. 2. Diploma/Degree in Business Administration/Management or related field. 3. Minimum Five (5) years Senior Management Experience. 4. Willingness to sign a three (3) year Employee Contract. 5. Jr. Entry File Clerk with the Ermineskin Technical Services department CLOSING: March 19, 2024 Under the direction of the Sr. Financial Administrator, the Jr. Entry File Clerk performs administrative duties for Ermineskin Technical Services & Capital Management. Responsibility: The Jr. Entry File Clerk must adhere to the Operational Manual established within Ermineskin Technical Services & Capital Management, Ermineskin Cree Nation’s Personnel Policy, Tribal By-Laws, and Financial Custom-law. Job Duties: • Checking the mail for Technical Services and mailing out cheques or letters. • Inquiring with the finance department at administration on AP/Payroll Cheques. • Preparation of accounts payables coding and photocopying bills, quick pay, invoices, cheques and purchase orders and all required filing. • Preparation of accounts receivable invoicing, follow up emails and receipt of payment, cheques properly coded for department revenue. • Maintain appropriate employee files including updating employee files, and overtime schedules and all applicable forms (i.e. Leave, change of status, etc.). Inquire and assist employees with Employee Benefits Package. • Manage systematic filing system with the Sr. Financial Administrator, including filing correspondence and emails. • Contact vendors/contractors and handle business and administrative details as required. • Meet with Sr. Financial Administrator as required. • When required, provide back up for the Building Project Assistant with all service work orders, including weekly. • Cross-training duties for Water Conditioning scheduling, work orders, invoicing and contact with Water Conditioning Service Provider. • Provide support to the Building Project Manager and Building Project Assistant with filing. • Record and transcribe minutes for the Technical Service staff meetings. • Other duties as requested. Requirements: Education: A minimum of Grade 12. Preference to those with a financial education background with Accounting Diploma or AFOA training. Experience: Five (5) years minimum executive administrative experience. Adept with numbers and financial literacy Other: Valid Driver’s License required Must be able to type a minimum of 45 words per minute Recommended: First Aide/C.P.R. Certificate recommended. • Knowledge of accounting and financial managements systems • Computer literacy an asset, including proficiency in word processing, spreadsheet (excel), database, and presentation software. • Strong communication skills required. • Self-motivation is essential. • Writing skills an asset. • Excellent organizational and time management skills. • Must be able to work as part of a team. • Manage sensitive data and multi-task. • Natural problem solver. Funding Agreement Officer with the Ermineskin Finance department CLOSING: March 19, 2024 Under the direction of the ECN CFO, the Funding Agreement Officer is responsible to ensure all aspects of the Funding Agreement with Indian & Northern Affairs Canada and Health Canada are addressed properly on a timely manner. The Funding Agreement Officer will be required to present summary and interpretation to the Chief and Council on a regular basis. The Officer will also work closely with the Finance Portfolio holder and the Tribal Administrator as required. Job Duties: 1. Work closely with Chief and Council, and Departments to deal with INAC on funding negotiations for the Nation. 2. Orientate new Directors, Managers, Program Coordinators and newly elected leaders on Funding Agreement matters. 3. Review and negotiate funding with INAC representative on contributions available to the Nation as per Funding Agreement. 4. Coordinate meetings for Chief & Council on INAC funding related matters and address issues stemming from correspondence on Funding Agreement. 5. Analyze the annual funding agreements, methods, systems and procedures including text, policy changes to any new agreements and share recommendations to Chief & Council. 6. Keep up with knowledge pertinent to Treaty rights, legislations changes and their implications to funding agreement. 7. Continue to intake and house proposal and/or final reports related to Indian & Northern Affairs Canada and Health Canada as prepared by ECN Departments and entities. 8. Ensure funding opportunity call-outs received are discussed and utilized in the best interest of the Nation. 9. Forward information received from INAC and HC to applicable departments within the organization and follow-up to ensure the matters are addressed 10. Review and negotiate funding with INAC and HC representatives on contribution available to the organization per the Funding Agreement 11. Maintain archive in an organized manner of the funding applications, agreements, cash flow history, allocation by programs, completed reports, templates and so on 12. Maintain record of flow-through and carry-over of external funds, update respective departments and Nation entities and ensure prompt completion of flow-through transfer 13. Keep track of funding Activity Reports requirements by amendment number, notice of budget adjustment, funding amounts and departments assigned to execute the projects/programs and facilitate reporting process by providing accounting transaction as required 14. Work closely with other members of Finance and departments to accurately record external revenues and carry-overs, maintain records for year-end-audit 15. Prepare and maintain “How to” manual for cross-training purposes 16. Carry out all other duties as assigned The ideal candidate should possess: 1. A University degree in a related discipline 2. Several years’ experience in related position, preferably in a First Nations environment 3. Strong comprehension, writing and negotiation skills 4. Strong communication skills 5. Strong work ethics, leadership qualities and positive team-work aptitude 6. Experience working with Microsoft Office 7. Ability to meet deadlines 8.
