Indigenous Relations Systems Coordinator Job Number: 51051


This position will ensure the integration of Council, Committee, Corporate, Department and Branch directives and strategies into the Section strategies, business plans, and corporate reporting and processes. They will ensure coordinated strategic and community efforts in the Indigenous Relations Office (IRO). The Indigenous Relations Systems Coordinator is accountable for information and issues management including research, analysis and reporting, ensuring documentation, briefings, and reports flowing into and out of the section meet a high quality standard, abide by process and align with section, branch, department and corporate expectations. The Indigenous Relations Systems Coordinator is accountable for the identification, development and implementation of section-wide systems and processes to streamline the business and support data based decisions. With the work of Indigenous Relations as a cross corporate priority, the office requires coordination of processes and providing strategic support to the Director and Team Leads to ensure accuracy, efficiency, timelines and integrated approaches to the business of the Indigenous Relations Office (IRO) and other offices across the corporation (Branch Manager, Deputy City Manager, and City Manager).

What will you do?

● Manage office administrative tasks, including expense reports, approvals, contract management, payments, and inquiries

● Align the section's strategic and business planning with higher-level plans. Facilitate and support this alignment

● Regularly review plans and prepare reports related to the progress on initiatives and outcomes identified in the plans

● Provide leadership and support in the development of business cases, council reports, performance tracking and reporting, memos, and briefing notes

● Provide leadership, research, analysis, monitoring and recommendations on a wide variety of issues

● Coordinate and/or lead projects including planning, directing, monitoring and coordinating project activities

● Conduct analysis of performance data, financial reports, trends, and program success/effectiveness

● Develop and monitor data and evaluation frameworks when applicable

● Assists in projects by acting as liaison between the projects/initiatives and the IRO Leadership team

● Develop change management plan to maximize positive growth and minimize inefficiencies

● Provide systems and process improvements to enhance the efficiency of the IRO in meeting their goals and desired outcomes

Qualifications:

● University Degree in a relevant field (Social Sciences, Planning, Public or Business Administration, or related field of study)

● A minimum of two (2) years progressively responsible and diversified strategic and/or business planning experience, process development, and experience in a complex institution and/or political clerical office Asset:

● Valid Alberta Class 5 driver's license (or provincial equivalent)

● Knowledge of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Truth and Reconciliation Commission (TRC) Calls to Action, Missing and Murdered Indigenous Women and Girls (MMIWG) Calls for Justice Skills required for success:

● Significant understanding of Indigenous communities, their histories, cultures, and current environment. Knowledge of Indigenous peoples in Treaty Six Territory and the Homeland of the Métis Nation in a value

● Values aligned with equity, diversity, inclusion, GBA+, and human rights

● Ability to work effectively with senior management and as part of a team

● Knowledge of research methodologies and skill in project management

Indigenous Relations Strategic Planner

The work of the Indigenous Relations team is increasingly high profile, complex and a priority of the branch, department and corporation. City Council, the City Manager and the branch have prioritized

reconciliation, being inclusive and compassionate and addressing racism and inequity in Edmonton. With this elevated focus on corporate wide, strategic priorities, the Indigenous Relations team has to

begin to think differently and recognizes the need to diversify the team with strategic specialists.

This strategic planner with be a key player in a complex file where they will initiate, manage, and complete project work related to advancing reconciliation and strengthening relationships with internal

and external stakeholders, including but not limited to the urban Indigenous communities, Knowledge Keepers and Elders, as well as First Nation and Mėtis governments. This position will be a content

expert and will lead and coordinate strategic plans or goal development, evaluation and projects for the section, working closely in collaboration with branch and corporate colleagues. They will ensure

projects are developed in a meaningful and effective way, with an inclusive and decolonized lens while balancing the evolving corporate needs and learning in the area of reconciliation.

This position will always look for opportunities to foster integrated approaches with internal and external stakeholders, using best and emerging practices and approaches to ensure that we are honoring

our commitments to reconciliation in Edmonton and meeting branch and corporate goals and priorities.

What will you do?

● Plan and lead complex and/or sensitive projects within scope, budget, and timeline to advance key areas such as

○ The Indigenous Framework, Truth and Reconciliation Commission, Missing and Murdered Indigenous Women and Girls, the United Nations Declaration on the Rights of

Indigenous Peoples (UNDRIP) and Intergovernmental strategies

● Lead integrated teams (including internal and external partners)

● Develop and implement project documentation (project charters, terms of reference and project plans/documents)

● Provide regular communication and updates on project status(es) as required

● Prepare, communicate and disseminate results of projects with key stakeholders and senior leadership

● Offer strategic guidance to the Director and Team Leads. Act as a subject matter expert for the section

● Facilitate strategic and business planning processes

● Develop and monitor evaluation frameworks using decolonized approaches

● Develop relationships with Indigenous governments, organizations, community leaders, mutual aid groups, community members and leaders, city leadership, balancing and hearing

multiple viewpoints

● Research and disseminate ongoing best and emerging practice information related to Indigenous peoples, Indigenous practices, protocols and approaches

● Identify strategic issues that may affect the section and independently research, provide recommendations and implement solutions

Qualifications:

● University Degree in Social Sciences, Indigenous Studies, Public Administration, or a related field

● A minimum of five (5) years professional experience which includes demonstrated competency in project management, strategic planning and community/social development (in particular

work with Indigenous non-profits/organizations, leaders, community, and government)

Assets:

● An emphasis on Indigenous Studies

● Valid drivers' license is considered an asset as there is frequent travel within the City

● Knowledge of Indigenous land stewardship, Treaty, Métis Rights, Duty to Consult, and gender-based policy analysis

Skills required for success:

● Significant understanding of Indigenous communities, their history, culture and current environment

● Personal value base compatible with diversity and inclusion principles, GBA+, and human rights advocacy

● An understanding of the experience of diverse and marginalized communities, which may be developed through lived experience
